Human Rights

Age UK

Age UK has produced a report entitled Rights for Real which is based on its work with British Institute of Human Rights

British Institute of Human Rights (BIHR)

BIHR has produced guides for members of the public. They are specifically focused towards older people, disabled people and mental health.

BIHR is also inviting organisations and individuals to share their stories about the positive value of the Human Rights Act. Visit their new 'The Human Rights Act: Our Stories' website.

BIHR has also produced a human rights toolkit: Human Rights in Action. It is an introductory resource on human rights, providing basic and practical information about what human rights are and how they can be applied to UK issues. The toolkit is written for a voluntary and community sector audience, but we hope will also be useful for anyone wanting to find out more about human rights in the UK.

Click here to download a report which explores how voluntary organisations in the equalities field are using human rights concepts, language and tools in their work. The report provides a starting point for looking at how using human rights could help equalities organisations to achieve their goals and help create a fairer society.

Care Quality Commission

Care Quality Commission has produced guidance on the equality and human rights aspects of the essential standards of quality and safety.

The guidance, produced jointly with the Equality and Human Rights Commission, will help inspectors to:

  • check how best to include the equality and human rights aspects of the regulations and essential standards in compliance monitoring work.
  • know the steps to take if they are concerned that a provider may be in breach of equality or human rights laws.

The guidance will also state how equality and human rights applies to us and health and social care providers

Department of Constitutional Affairs

Human Rights; Human Lives is a handbook for public authorities

Department of Health

This Department of Health resource forms a suite of training materials designed for use in training sessions for frontline workers - primarily health and social care workers - supporting people with a learning disability.

Other publications from DH include Dignity & the Law and human rights and dignity

A Dignified Revolution

Dignity Ward is a resource that has been designed to increase a nurses knowledge of the Human Rights Act and help them to think about how they can use it to help protect an individual’s human rights on the ward.

Equalities & Human Rights Commission

The Equality & Human Rights Commission has published its findings of its inquiry into older people and human rights in home care. Click here to download the executive summary.

Dignity Drive looks at what human rights mean in the context of everyday life, how they affect real people and why they are therefore so important.

A new Equality Act comes into force from October 2010. The Equalities & Human Rights Commission has created a series of guidance documents to help explain the Act and provide practical examples on how the law has changed. There is guidance for employers, workers, service providers and service users, and guidance for education providers and students will be available in September.

Advocacy in social care for groups protected under equality legislation

The provision of advocacy forms an increasingly important part of the social care agenda, particularly in relation to personalised care. Its availability, though, varies by locality. There is little information about the availability of advocacy for people in the groups protected by equality legislation: people who share characteristics relating to age, disability, gender, gender reassignment, race, religion or belief, or sexual orientation (as set out in the Equality Act 2006 and subsequently in the more wideranging 2010 Act). The purpose of this study was to fill this gap and assess the extent to which existing advocacy provision is available to people in the protected groups in Great Britain.

European Dignity Charter

This charter, published may 2010, is a reference document setting out the fundamental principles and rights that are needed for the well-being of those who are dependent on others for support and care due to age, illness of disability.

Equalities Act

The Government Equalities office has published a series of summary guidance for:

  • individuals
  • voluntary and community sector servcie providers
  • public sector organisations

Joint Committee on Human Rights - 18th report

This inquiry focused on older people and their receipt of healthcare services in hospitals and care homes.

Liberty

The Liberty guide to human rights provides support to individuals and organisations who wish to understand and enforce their rights under the Human Rights Act 1998.

Ministry of Justice

The Ministry of Justice has published a document entitled the Human Rights Framework as a tool for regulators and inspectorates. There are also many other useful documents on its website.

NHS Employers

This NHS Employers briefing outlines a human rights approach to managing workplace practices. It shows some of the ways the Human Rights Act could be used to challenge human resource decisions, and provides a useful decision making tool to ensure compliance.

NHS Litigation Authority

The NHS Litigation Authority provides a free Human Rights Act Information Service to the NHS

Royal College of Nursing (RCN)

RCN has produced an e-learning resource which is designed to help nurses understand the legislation related to it. The resource is available on the e-learning section of the RCN website

Round table discussion on human rights

Making human rights a reality in local government was the focus of a recent round table discussion convened by the Guardian, in partnership with the Equality and Human Rights Commission. The event highlighted a considerable lack of understanding among chief officers about human rights and a fear that most local authorities might not be able to afford to think about people's entitlement to care and housing.

Scottish Human Rights Commission

The Scottish Human Rights Commission has developed training and awareness raising resources relating to the care and support of older people. The training and resources are aimed at care providers, staff, the regulator of care services and groups of older people in Scotland.  For more information click here.

The Commission has produced an interactive map allows you to search this database to find organisations which help, campaign for, or support people in all parts of the country, emphasising organisations who work with the most marginalised people in Scotland on human rights and other issues.
